Key trends
- In the offensives in and toward the Dnipropetrovsk region, Russian forces occupied two settlements in the Zaporizhia region. Ukrainian forces reclaimed a settlement in the Dnipropetrovsk region.
- In the central and northern parts of the Donetsk region, Russian troops also captured a village north of Pokrovsk and advanced near Lyman, Siversk, and Kostiantynivka.
- Russian forces launched at least 42 attacks using long-range missiles and drones, mostly at the capital Kyiv and central Ukraine, but also at western regions of Lviv, Ternopil, and Ivano-Frankivsk.
- Russian strikes killed at least 37 civilians in the Donetsk, Kherson, Sumy, Zaporizhia, Chernihiv, and Kharkiv regions, as well as in the western region of Lviv. Ukrainian strikes reportedly killed 13 civilians in the Russia-occupied parts of the Kherson, Donetsk, and Luhansk regions.
Spotlight: Russian strikes plunge Kyiv and central Ukraine into darkness
Early on 10 October, a wave of missiles and drones launched by Russian forces struck energy infrastructure in the city of Kyiv, the surrounding region, and several regions in central Ukraine. The strikes reportedly affected power plants in Kyiv, Kaniv, Dnipro, Zaporizhia, Kremenchuk, Kamianske, and Kryvyi Rih.
Resulting blackouts affected around one million Ukrainian households across nine regions, and the water supply in Kyiv and other areas. The strikes also killed at least five civilians, including a child, and injured over 50 civilians, mostly in Kyiv city and Kaniv in the Cherkasy region.1 Follow-up Russian strikes also targeted utility workers restoring the electricity supply. In Zhadove, Chernihiv region, Russian drones killed two utility workers and injured three others, and also targeted rescuers. Thus far in 2025, Russia has targeted energy workers in at least seven instances in Ukraine, killing two and injuring at least 10 others. Similarly, Russian strikes killed at least five emergency workers and wounded over 20 others in up to 30 events this year.
As the country enters the cold season with weakened air defense capabilities,2 Ukraine’s ability to maintain utility supply to households and industry might be under an unprecedented strain, amid Russia’s concentrated and growing attacks on gas and electricity infrastructure.
